		<description>I have a leg that has five pins 7 a plate in it, it is 3/4 of an inch shorter than my goosd leg, but my doctor will not give me a placard, because, although legally qualified, she says I get around fine. Go figure.</description>

I have done the exact same research and found similar results.
We have several choices here- 
Are we living in a society of that many handicapped?
Are we living in that amoral a society where people will fudge to get free parking.
Finally when the price of service rises (parking fees and fines) and the price to get around that is low there is high utility in obtaining a handicap placard.

Interesting to note that it is fairly easy to obtain a medical marijuana prescription - some Dr.&#039;s specialize in that with almost any condition resulting in the recommendation of medical marijuana- is it the same for a handicapped placard.  I can imagine that a Dr. will not want to question you if you say you have a backache and cannot walk far and recommend a placard.  Worse is if you are a government employee with health benefits that you don&#039;t even pay a copay to see the Dr. who issues you the placard.</description>
