		<description>A lot of the above crticisms of current tax policy may be apt, HOWEVER, the spending side of the ledger contains a big chunk of the explanation of why California is circling the financial drain: Legacy Costs.  Our state is like General Motors on steroids.  Extremely generous retirement benefits that can only be sustained with unrealistic growth in revenue.  The Libertarian strategy for stemming the crisis in Leviathon has been to strangle the income of the state... and let the spending chips fall where they may.  That won&#039;t work in this case. Not just because of the legacy costs... but because of WHO is making the decisions: self-serving careerists, habituated to buying their political success by diverting tax money to their most useful consituents.  The great saving grace of sales tax is that, since it occurs at the point of purchase, it can&#039;t be concealed or camoflaged in the way income and property taxes are.</description>
